Review of the European Commisson's mobile termination and roaming rates
In 2017 the European Commission (EC) launched a project to review the wholesale rates charged by Mobile Network Operators (MNOs) for call termination, voice and data roaming in advance of new proposals to be announced in December 2019. To determine the rate, the Commission modelled a “reference operator” in each country that was not supposed to be any specific operator, but reflected the costs of operators so that the model could be used for price setting purposes.
SPC Network was been commissioned by Orange, Telefonica, T-Mobile and Vodafone to undertake an independent review of the model and to establish any areas where the use of a reference operator deviated so far from reality that it causes major concerns. Four versions of the final report were produced, one for each operator, to ensure confideniality of information.
